中国共产党对民主党派的资源配置研究——基于国家治理的考察视角

探讨中国共产党对民主党派的资源配置是否合理,关键是看多党合作的制度建构与价值诉求是否匹配.由此出发可以看出,当前,对民主党派的资源配置还处在“量”的扩张阶段,民主监督还没走出参政议政的制度范畴,已不能适应国家治理的需要.解决上述问题,核心是超越资源配置的革命逻辑,回归国家治理的制度建构.为此,需要创新党派干部选用机制,建构党派监督的制度平台.同时,拓宽渠道,让民主党派参与社会管理.

Study on the Resource Allocation of the Communist Party in the Democratic Parties: A Perspective of State Governance

The key factor of whether the resource allocation of the Chinese Communist Party in the Democratic Parties is reasonable is to know that whether it’s matching of system construction and value demand in multi-party cooperation.Based on the point,the resource allocation in the Democratic Parties in China is on the spreading stage of quantitative.The democratic supervision is still not beyond the system category of participating and deliberating in politics,the system of which cannot adapt to the state governance.To put forward countermeasure,the core issue is to surpass the logic of resource allocation and back to the system of institutional frame of the state governance.In conclusion,the cadre selecting mechanism of party should be innovatively constructed.The democratic parties’ supervisory system need to be built.Meanwhile,channels to make the Democratic Parties involved in society management and state governance should be broaden.
