非营利组织问责:公共选择的分析

本文运用公共选择的理论框架,从规范、实证、操作层面上探索了非营利组织的问责问题。非营利组织的问责包括:利益相关者的偏好加总、行动者的交互作用和实施中的委托代理。相应的解决之道包括:明确组织使命、提升组织透明度,扶植弱势群体、提供选择性激励、加强协作合作,引入竞争、提供正负激励、加强内部和自我问责等。

Nonprofit Accountability: A Public Choice Perspective

This paper employs public choice theory to explore accountability issues of nonprofit organization(NPO) at normative and positive and operational levels.NPO accountability issues include stakeholders’ preferences aggregation and actors’ interaction and entrust-agency.Corresponding solutions include making a clear organization mission,promoting organizational transparency,propping up vulnerable groups,providing selective incentives,encouraging coordination and cooperation,introducing competition,providing positive and negative incentives,strengthening internal and self accountability,and etc..
