政体的模式与选择——以近代中国政体变迁为例

政体的本质是国家权力之间关系,即权力在国家机关之间的分配及各权力机关之间的互动关系;在认识、尊重历史发展规律的基础上,进行政体的选择是符合马克思主义的,是完全可能的;政体的选择是政治制度创新中的一种,政体选择的动力与制度创新的动力大致相同,取决于政体选择者与政体需求者各自对选择的收益和成本的估价;最理想的政体应该具备一定的"素质",将政体所应具有的"素质"视为政体模式的评价指标,以此衡量政体的良善与否。

The Patterns and Choice of Forms of Government:from the Perspective of the Evolution of Modern Chinese System of Government

The essence of form of government concerns with the relations between the powers of a state,that is,the allocation of powers between public organs in a specific country and the interactive relationship between authorities.It’s well possible and not in violation of Marxism to make choices between forms of government on the basis of recognition of and respect for historical development rules.Choice of regimes falls in the category of political innovation for they share about the same driving forces.Choice of a form of government also depends on the optant and demanders’ appraisal of gains and costs respectively.The most ideal regime should possess certain qualities,which could be applied as evaluation indexes of a form of government to assess the goodness of it.
