制度变迁中的党、国家与社会:一个案例探析

本文以浙江嘉善县实施近5年的县、镇、村三级便民服务网络体系建设为案例,展示了一个由地方政府推动的、诸多部门配合的、旨在解决经济社会快速发展时期的诸多社会管理难题、以提供更便利的公共服务为内容的制度变迁或创新的过程。并在此基础上,试图阐明地方政府在推行制度变迁过程中有哪些关键机制在发挥作用,以及循着这些发现去进一步探究现有政治体制的动力机制。

Party, State and Society during the Institutional Change:A Case Study

China has been facing a lot of social conflicts during the rapid socio-economic development.There have been various arguments of many scholars on whether the Chinese political system can handle these conflicts successfully.This paper presents a set of mechanisms worked within an institutional change of local governance,and explores dynamic mechanisms of the current political institution of China.All these goals are based on a case study on the construction of the public service systems at the county,town and village levels over the last five years in Jiashan County.
