论循环经济法律监督体系的构建

论述了循环经济除了涉及到环境问题以外,还涉及到企业的竞争力、经济发展模式等问题,分析了发展循环经济,仅具备环境法律、法规是远远不够的,研究证明应用法律手段将经济、社会、环境、资源等统一协调 应更加关注循环经济立法的研究,以法律手段构建循环经济发展的社会监督体系。认为在监督体系的构建上,要注意企业的自我监督作用发挥,政府的管理与监督职能的改善,要塑造广泛的社会监督基础,充分发挥公民个人监督的社会推动力,并通过构建环境绩效评估的社会监督沟通体制,以达到促进循环经济发展之目的。

On the Construction of the Legal Supervision System of Circular Economy

It＇s far not enough only having environmental laws to develop circular economy because it concerns enterprise competition, economy development pattern besides environmental problems and it is proved that we should make use of legislation measures to harmonize economy, society, resources, etc. The essay thinks that more attention should be focused on economy legislation and to set up social supervision system. When constructing supervision system, much attention should be focused on the effect of that the enterprises control themselves; on the improvement of the government＇s administration and supervision; on the wide basis of social supervision which can bring individual supervision impetus into play; and on the construction of connection system of environmental result evaluation so as to accelerate the development of circular economy.
