| 摘 要： | 中国加入世界贸易组织后,如何在履行自己的承诺和义务的同时对幼稚民族产业给予必要的扶持和保护,是一个关系到民族幼稚产业兴衰存亡和国家经济安全的重大问题,然而却并未引起人们应有的注意和重视。作者首先分析了贸易自由化和幼稚产业保护二者间的辩证关系,介绍了国外保护幼稚产业的成功经验,然后以GATT/WTO的相关规则为法律依据, 就制定和完善我国幼稚产业保护立法提出了若干思考和建议。

| Abstract: | It is an important issue concerning the prosperity of our national infant industries and the safety of our national economy how to provide necessary supports and protections for the national infant industries while fulfilling our commitments and obligations after our accession to the WTO. However, it has not woken up necessary attentions of our people. The author has first analysed the dialectic relations between trade liberalization and infant industry protection and introduced some successful experiences on protecting infant industries of some foreign countries, then made some considerations and suggestions about establishing and improving our legislation on infant industry protection in accordance with related GATT/WTO rules. |
