当代西方地方政府国际行为理论述评

当前,地方政府国际行为已经成为一种较为普遍的现象,但对这一现象的研究并未深入;两枝世界政治理论、新中世纪主义理论、平行外交理论、多层外交理论和地区国家理论从不同视角对地方政府国际行为的时代背景、发展趋势等做了理论阐释,但还存在着各自的问题;从国际体系特征出发,将国际政治与国内政治密切结合,坚持主权国家观念,是研究地方政府国际行为的基本立足点。

A Review of the Contemporary Western Theory for the International Behavior of Local Governments

At present,the international behavior of local governments have become very common,but the study on this phenomenon is not thorough.The theory of bifurcated structure of world politics,the neo-medievalism theory,paradiplomatic theory,multilayer diplomatic theory and region theory of state,have studied this problem from different angles,but there are lots of problems that have not been solved.To study the international behavior of local governments,we must start with the international system,combining international politics and domestic politics closely,and adhere to the concept of sovereignty.
