| 摘 要： | 新时期全面推进云南对外开放，需要对开放的重点做出判断。将南亚作为云南对外开放的重点地区，从而形成具有方向性和针对性的路径和对策，是全面推进云南对外开放的关键。孟中印缅合作是跨越东南亚、南亚两大区域，有亚洲特色的次区域合作，需要加快模式创新和机制化进程。云南实施“西进战略”，扩大西向开放，以促进该区域和平、稳定和繁荣。
