私立(民办)高等教育发展的政府经费资助政策比较——以美、日、中三国为例

美、日、中三国的私立(民办)高等教育有着不同的发展道路,具有不同的发展特征,在各国资助政策框架下政府经费资助状况各异。本文通过一系列数据比较分析了三个国家政府经费资助在私立(民办)高等学校经费来源结构中的比例及其经费资助的特征,指出我国政府在民办高等教育发展过程中应该建立一个稳定的经费资助体系,并将竞争性与非竞争性资助相结合,通过政府资助政策的介入来平衡当前民办高等教育发展过程中过于强大的市场力量。

Comparative Study of the Governmental Financial Aid Policies for the Development of Private (Non-governmental) Higher Education: Taking the USA, Japan and China for Example

The USA,Japan and China have taken different roads in developing their respective private(non-governmental) higher education and are of different developmental features.In the frame of their respective financial aid policy,their financial aid is different,too.Based upon the analysis of a series of data,the paper makes a comparative analysis of the proportion of the governmental financial aid in the source of the funds of private(non-governmental) institutions of higher learning as well as the features of the financial aid,pointing out that,in the development of non-governmental higher education,our government should establish a steady financial aid system,combine the competitive aid with the non-competitive one,and balance the over-powerful market force in the development of private higher education through the import of the governmental financial aid policy.
