人的自利性、公共权力掌管者的信息优势及其在"利己"活动中的便捷性和危害性,使防范公共权力掌管者行动可能造成的破坏性成为公共领域制度设计的重中之重。因此,必须用制度制衡公共权力。

Public Power,Personal Rationality and Institutional Balance

Public power originated in the need of the whole society. Whether the power become a loyal server for the public interests depends on that public administrators never abuse that power and always work for the mass, but this is the hardest to be fulfilled. The article points out that what the most importance to prevent the probable destruction by administration in institution building field is self-seeking, the information advantages of public administrators and the damage in self-seeking. Based on that, the author provides a practical way to control and balance public power by institution.
