“三江源”生态难民问题研究

“三江源”生态难民是具有时代性、地域性的问题。本文从地理环境的角度综合分析了生态难民形成的原因。认为只有通过合理规划,积极妥善安置源区生态贫民;调整产业结构,积极发展源区经济;科学管理,有计划地节制外来流动人员;发展教育,构建与源区生态相适宜的生态文化,才能实现区域可持续发展的目标。

Studies on Ecological Refugee in the Source of YellowRiver, Lancang River and Yangtze River

Ecological refugee is a population problem in epoch and region.This paper focuses on ecological refugee,its development and formation causes which analyses all-round from the geographical environment angle.This article deems that we should arrange the ecological paupers properly and plan reasonably.Moreover,regulating industrial structure and developing the economy of the source area are necessary.Then,restricting the floating population in a planned way to control scientifically.Finally,to keep on education and build the equivalent ecological culture for the source region which realize the regional sustainable development of"win-win"situation.
