内蒙古东部生态文明建设的困境与对策研究

内蒙古东部作为多民族聚居的欠发达地区,在生态文明建设过程中既有独特的生态资源优势又有多元化的生态文化优势,还有制度和政策等方面的有利因素。但是,随着经济持续快速发展,生态环境与经济社会发展的各种矛盾日益凸显,资源相对短缺、生态环境脆弱、环境容量不足等,逐渐成为蒙东地区发展的一大困境。如果不重视这些地区的生态文明建设,生态环境破坏就有可能愈加严重。因此,要从区域实际情况出发,积极探索生态文明建设的对策,采取有效措施遏制以牺牲生态环境换取经济增长的行为。

A Study on the Dilemma and Countermeasures of Ecological Civilization Construction in Eastern Inner Mongolia

Eastern Inner Mongolia, as an underdeveloped multi- ethnic region, has unique ecological resources, diverse ecological and cultural advantages, and favorable factors such as system and policy in the construction of ecological civilization. However, with the sustained and rapid economic development, various contradictions between ecological environment and economic and social development have become increasingly prominent. A relative shortage of resources, a fragile ecological environment, and insufficient environmental capacity have gradually become a major dilemma for the regional development of Eastern Inner Mongolia. If importance is not attached to the construction of ecological civilization in this region, ecological damage will be likely to become more serious. Therefore, it is necessary to actively explore countermeasures of ecological civilization construction according to the actual situation of the region, and take effective measures to curb the ecological behavior at the expense of the environment for economic growth.
