地方政府主导下生态移民的运行逻辑——以《生态移民政策与地方政府实践》为例

本文通过对生态移民话语的建构、生态移民的运行、生态移民的归责等问题的反思,进而探讨地方政府主导下生态移民背后的运行逻辑,并认为敖鲁古雅鄂温克猎民是与自然环境共生共荣的群体,他们的被"生态移民"是在基层政府的话语构建中展开的;面对生态移民带来的后果,政府、新闻媒体和猎民自身都应承担一定的责任;地方政府应建立公开透明的利益表达机制,尊重当地人的主体性。

The Operation Logic of Ecological Migration under the Leadership of Local Government --On the Book of Ecological Migration Policy and Practice of Local Government

This study through the construction of ecological migration discourse, the practice of ecological migration, the main responsibility for ecological migration and the key of ecological migration, explore the logic behind the ecological migration. The article insisted on Aoluguya Evenki hunters are symbiotic with the natural environment groups, ＂ecological migration＂ on them expanded by the words of local governments ; in the face of consequences of ecological migrants, government, the media and hunters themselves should bear some responsibility; local governments should establish an open and transparent mechanism for expression of interest, respecting the local residents＇ subjectivity.
