论多重视野下的和谐新农村建设

建设和谐新农村既是构建和谐社会的重要内容,也是新农村建设的重要目标。和谐新农村是农村富裕和谐文明与农民当家作主的内在统一。建设和谐新农村要重点围绕“组织要素”和“利益要素”问题,以民主化、民本化的要求改革乡村两级的治理结构,以均等化、一体化的要求提高农村经济社会发展水平。建设和谐新农村当下可及的多重视野是,确立一个大前提,从政治上重新认识农民;坚持一个大原则,把权利还给农民;重建一个大基础,将“三农”植入新的法律环境;竖起一个大标杆,重建社会主义道德规范;拓展一条大途径,发展壮大县域经济;倡导一个大理念,祛除消费主义影响。

Building up Harmonious Villages

The building of harmony in rural areas constitutes not only an important objective of socialist rural construction,but an inseparate part of the construction of social harmony in China.Rural harmony is an indicator of being wealthy and healthy in the rural places.To build up harmony,due attention should be paid to "organization" and "interests." To achieve balance in economical development in rural areas,the two-level political structure needs reforming on the basis of democracy and demo-orientated.The major premise is to take a politically new look at the peasants,and the cardinal principle is to let peasants have their own rights.A large base should be built so that the "big three" problems could be transplanted to a new legal environment.A central lighthouse should be erected so that a new socialist value system could be built.A broad way should be built to facilitate economical development at the county level.A grand new idea should be advocated so as to get rid of consumerism.
