| 摘 要： | 2003年以来国家采取土地紧缩政策在于调控宏观经济的良性运行,缓解城市政府征收集体土地过程中引发的矛盾与冲突,构建城乡和谐社会;城市政府的“土地经营”成为土地征收制度发生“异化”的制度性根源;近期集体建设用地使用权的合理流转及物业税征收将对征地制度产生较大的影响。

| Abstract: | The central government has carried out the rigorous land contraction policies since 2003,in order to make the macro-economy development in a healthy way,decrease the rural-urban conflict caused by farmland expropriation and build a harmonious society.Urban government tended to expropriate more farmland to obstain the urban development capital.However,the benefit of rural collective and farmers were not considered carefully.This paper also analyzed the effects of land policies,such as the marketization of rural collective land use right and the implementation of real estate tax. |
