我国农村社会养老保险制度“碎片化”路径依赖及对策

由于缺乏整体的制度设计，各地积极探索的农村社会养老保险制度仍然停留在地方分割、低统筹层次上，制度“碎片化”趋势严重。“碎片化”制度存在种种弊端，这种“摸着石头过河”渐进式制度变迁显示出强烈的路径依赖特征。克服原有制度路径依赖，我们必须进行制度创新，发挥政府在制度变迁中的主导作用，建立全国统筹的、全民性的基本养老保险制度，同时发挥政府财政配置作用。

Fragmentation Path Dependence and Measures for Rural Social Endowment Insurance System of China

As the lack of overall system design, rural social endowment insurance system, which all regions actively explore, still stays in local segmentation, low-level co-ordination, and systematic ＂Fragmentation＂ is serious. Fragmentation system has various kinds of defects. This mode of progressive institutional transition shows strong characteristics of path dependence. We need to innovate institution to overcome the path dependence, the government should play a leading role in the institution transition, establish a nationwide coordinated and universal basic pension insurance system and carry out the government＇ s roles of financial allocation.
