| 摘 要： | 元明清以来,随着土司制度在南方少数民族地区的推行,相伴而生的土流并治政策也随之产生了.土流并治,即流官政权和土官政权同时并存,同在一个区域,土官、流官同时进行统治.在土流并治的政权中,以西双版纳地区最为突出.土官、流官共存,土官、流官共同治理政权,事无大小土官、流官共同负责,对西双版纳地区政令的统一、地方的稳定、维护边防的安全起过重要作用,是为土流并治的典范.

| Abstract: | In the Yuan,Ming and Qing Dynasties,with introduction of ruling by chieftains in ethnic areas in south China,the system of ruling by magistrates and chieftains jointly appeared.Magistrates and chieftains ruled jointly,and they took charge of various affairs,which played the important role in maintaining impartial government decrees,maintaining the stability of local political situation and safety of border defense.Xishuangbanna is the model of ruling by magistrates and chieftains jointly in China. |
