| Abstract: | One of the basic needs of social market economy is to develop small cities and towns, while there are some problems urging to be solved. To these problems, author put forward some suggestions; taking positive measures so as to emancipate the mind and to renew the modes of thought; drawing up plans for a rational layout; emphasizing on economic development; reforming the management system for small cities and towns to improve its environment, following the objective principles and market mechanism, gradually to improve town's construction. |
