| 摘 要： | 为政之要,首在举人。必须发扬党内民主和人民民主,解决好党政领导干部“向党负责和向人民负责的一致性”的问题;要正确理解GDP增长与社会全面协调发展的关系,为建立科学完善的干部考核指标体系,准确界定社会主义市场经济条件下的政府职能,为建立科学完善的干部考核指标体系提供科学依据。
