| 摘 要： | 党内民主是党的生命。科学完善的党的代表大会制度，是保证党内民主得以存在和发展的最好的制度设计。也是党保持生机与活力的最强有力的制度保障。因此，要发展党内民主和完善党的代表大会制度，就要健全党代表选举制度，确保党的权力产生的民主性；要理顺党代会、全委会、纪委的关系，确保党的权力设置的科学性；要完善报告、质询和提案制度，确保党的权力监督的实效性。

| Abstract: | Scientific and perfect Party Representative Congress system as well as a healthy electoral system can safeguard the existence and development of democracy inside the Party,and secure its vigor and vitality.Be- sides,the Party's scientific power layout depends on regulated relations among Party Representative Congress, Committee Member Conference and Commission for Inspecting Discipline.Meanwhile the real power supervision is determined by perfect procedure of report,inquiry and proposal. |
