| 摘 要： | 在促进经济增长的要素中 ,是人力资本最终起作用 ,还是制度变迁最终起作用 ,是两种对立的观点 ,这涉及到人力资本与制度的相互关系。制度和人力资本共同决定一国的经济增长 ,人力资本是制度促进经济增长的主体和基本立足点 ,制度通过对人力资本的作用而影响经济增长。
