低温雨雪冰冻灾害成因分析及农技推广应对策略

分析了宜昌市2008年初遭遇低温雨雪冰冻灾害的成因，既有极端自然因子的影响，又有区域规划严格执行不够、主推品种措施落实不够、标准化生产技术到位不够、常规技术掌握不够、基层农技推广人员不够等人为因子的影响。提出了坚持农技推广法定原则、加大种子管理规范工作力度、大力推广标准化生产技术、深入实施农业科技入户工程、积极完善基层农技推广公益性服务体系的应对策略，提高农业防灾减灾能力。

Analysis on Causes of Low-temperature Rain and Snow Freezing Disasters and Strategy of Extending Agricultural Technology
