科技成果鉴定中存在的问题及对策

目前我国科技成果鉴定中在组织鉴定单位、成果完成单位、查新结论、鉴定专家、成果鉴定评价指标体系、成果鉴定中的监督等六个方面存在问题。通过对上述问题的探讨与剖析,针对性地提出转变政府及管理部门的职能、建立科技成果鉴定评价体系、规范查新程序、实施规范化的专家管理、推行背靠背的成果评价等对策,以期对科技成果作出客观、公正、更科学的评价。

Problems and Countermeasures in Assessment of the Scientific and Technological Achievements

At present,there are many problems in the assessment of scientific and achievements,which include the affiliation of the assessment organization,the affiliation of the achievements,retrieving,assessing experts,the assessing systems,and supervisoring systems.Based on the above mentioned problems and analysises,countermeasures are set forward for the function transition of government and administration department,establishment of the reasonable assessment systems,norming the program of reference searching,implementing the normative expert management,carring out the anonymous assessment and so on,in order to assessing the scientific and technical results objectively,fairly and more scientificly.
