| 摘 要： | “平顶山”式分权结构是西方社会一种悠久的政治传统,西方的这种政治制度在古代世界并未表现 出多少优越性, 但这种政治传统却对后世的西方人产生了难以磨灭的影响。自文艺复兴运动起,西方人在古典精神的指导下,不断完善其政治制度,最终建立了一套中央与地方、立法司法与行政相互分权又相互制约的多重分权制约的政治制度。

| Abstract: | The institution of dividing state power is a longest political tradition, which wasn't superior in ancient time. But it had been exerting a deep influence on the westerners. Since the Renaissance, the westerners have been perfecting their institution, so that a perfect political institution of dividing state power has been established in western society. |
