内陆开放区的阶段目标与战略举措：两江新区例证

作为中国第三个国家级开发开放新区，重庆两江新区应根据发展基础和条件，实施后来居上的五大战略，即服务主导战略、功能主导战略、产业高端和集群战略、创新驱动战略、生态宜居战略。为此，应构建两江新区指标体系．作为度量和评判两江新区综合发展的重要标准和宏观管理的重要依据，进而创造全国一流的发展环境和发展条件，形成政策“洼地”，实现两江新区超常规发展。

Stage Goals and Strategic Initiatives of Inland Open Area: Taking Liangjiang New Area as an Example

As China’s third national development and opening new district,Liangjiang New Area should be based on the foundation and conditions,carry out the five strategies,inculding service-oriented strategy,function-led strategy,and high-end industry cluster strategy,innovation-driven strategy,livable strategy.Therefore,we should establish the Liangjiang New Area index system,as a metric and evaluation of Liangjiang New Area comprehensive development of standards and an important basis for macroeconomic management,and create a national first-class development environment and development condition,form policy flat,to achieve extraordinary development of Liangjiang New Area.
