网络民意表达与当代中国新型公民

从宪法学的视角分析“周老虎”案可以发现，中国公民正日益成为具有自由意识、理性意识和公民意识的新型公民，成为当代中国日益孕育成熟的市民社会的中坚分子。正是由于拥有这样一批市民社会的核心力量，才会出现“周老虎”案这样广大公民借助网络媒介来自由表达自己真实意愿的现实案例。公民对虎照真实性的追问，其实是在质疑某些政府部门的诚信与责任心，表达对“诚信政府”和“责任政府”的期盼。

On internet public opinion expression and new type of citizens in modern China

By analyzing the ＂Tiger Zhou＂ case from perspective of constitutional law,it can be found that Chinese citizens are increasingly becoming new type of citizens with freedom consciousness,rationalism consciousness and citizen consciousness,and becoming the hardcore of more and more mature civil society of modern China. Just because there is such a group of core force of civil society,realistic cases like ＂Tiger Zhou＂ case can appear,in which vast citizens express their true wishes freely in virtue of internet media. In fact,the close question of citizens on the facticity of tiger photos are questioning the credibility and responsibility of government departments,and expressing their expectation of ＂honest government＂ and ＂responsible government＂.
