| 摘 要： | 分析了现行(传统)执政方式的特点及其缺陷,认为应该认真研究执政党在整个国家政治体制中的地位,发挥执政功能的手段、方式、途径。改革者应放弃统揽一切的执政思维,正确处理好执政党与国家政权尤其是人大、政府的关系,正确处理好依法治国与依法执政的关系,明确执政方式转变的基本方向。

| Abstract: | Based on an analysis of the CPC's style of ruling and its defects,this paper argues that we should carefully study the issue of the Party's role in the overall political system,the means and methods in exerting the Party's ruling functions.The reformers should abandon the governing-all thinking,instead,establish a ruling party mindset,coordinate the relations between the ruling Party with the state in general and people's congresses and governments in particular,properly handle the relations between the governing by law and ruling by law,and understand the basic targets of the change of ruling style. |
