| 摘 要： | 发展权是个体利用社会物质文化条件充分发展自身以实现自身价值的权利。在西部开发中 ,保障和实现西部人民的发展权 ,具有十分重要的意义。西部开发有利于实现西部人民的发展权 ;反过来 ,保障和实现西部人民的发展权 ,必然促进西部经济和社会的发展。而要保障和实现西部人民的发展权 ,必须在法律上作出明确的规定 ,以保证西部发展的连续性开拓性 ,使西部开发能更加顺利地进行

| Abstract: | Development right is one who fully develops his ego by using social material and cultural conditions,so that he can realize his own value.It is of great importance to guaranee the development right of the western people in western development.Western development is favourable for realizing the right.On the countrary,while insuring and realizing the right,western economy and social development are sure to be promoted.In order to guarante the development right of the western people,it must be embodied in the law,so that there will be a continuation and opening up of the western development,therefore,western development can be smoothly carried out. |
