| Abstract: | Development of West China is a gigantic systems engineering including three levels: ideas, policies and actions. It is necessary first of all to solve the external and internal ideological problems in the development of West China. Based on the above, the paper discusses the policy support in the process of development and puts forward actions the concrete actions to be taken. |
