| 摘 要： | 教育部出台的《普通高等学校学生管理规定》首次对学生的权利和权利救济制度作了明确规定。高校学生申诉制度是其中着重强调的一种学生权利救济制度，既能全面保护学生的权利又能保障高校能够依法行使职权，既能实现高校法治又能维持高校自治，有利于及时化解矛盾与纠纷，减轻学校的应诉压力，促进学校管理规范化、法制化。如果说司法是解决社会纠纷的最后一道防线，那么高校学生申诉制度则是维系学校稳定的最后一道安全阀。
