摘    要:随着国企改革的深入,人们逐渐认识到缺乏科学合理的国企经营者激励与约束机制是制约西部国企经济效益提高的一个重要原因.本文阐述了建立西部国企经营者激励与约束机制的必要性,探讨了改革西部现有国企经营者激励与约束机制的难点,包括观念上的障碍、市场的制约和所有者缺位的制约,提出了若干针对性的建议措施.

Abstract:With the progress of China's reform on state-owned enterprises,it is realized that lack of scientific incentive and restraining mechanism(IRM)for state-owned enterprises'managers in western China has been one of the important reasons why enterprises are restricted to having better economic benefits.At first,the paper gives an interpretation of the necessity of establishment of IRM for state-owned enterprises'managers in western China. In the second part,it profoundly discussed the difficulties in adopting and applying the advanced western IRM for managers,including understanding barrier,restriction of capital market,restriction of manager market and absence of owners of state-owned enterprises.In the last part,in response to the above problems,suggestions and measures are presented.
