Study on the Construction and Innovative Management of Urban Communities

The construction and innovative management of the urban communities should focus on promoting the transformation of the government,which will help open up a new phase of the harmonious development of economy and society.Besides,the focus should also be laid on the exploration and reform of urban management system at basic level,on the establishment of a new system with simple hierarchy,clear function and efficient operation which serve the grass-roots organizations,and on the innovative construction of a new community which has characteristics of democratic self-governance,so as to ultimately establish a new system for community management,adaptable to the socialist market economic system,under the leadership of the government,coordinated by the society,and participated by the public.
