The manifestations of man's will can be classified into universal will and decision-making will. The universal will is the basis to form decision-making will; decision-making will is the embodiment of universal will. The dynamic equilibrium between decision-making will and universal one lays the objective foundation for the operation and realization of social laws and principles, forming the essential reason in the interaction of this equilibrium to propel human society forward in a wave-upon-wave way.
