| 摘 要： | 从1998年上半年中央开始实施积极财政政策以来，三年多的时间过去了。三年来的积极财政政策的力度是前所未有的。积极财政政策在刺激经济增长方面的效果是引人瞩目的，但在改善收入分配方面仍有所不足，下一步应完善积极财政政策。使其发挥更大的作用。

| Abstract: | The paper provides an assessment of the proactive fiscal policy since 1998 in terms of its expansionary affects and distributive effects. The assessment suggests that the policy has achieved more in stimulating economic growth than improving income inequality. It is concluded that the future policy should orient more towards income equalization. |
