在中国发展公共管理研究具有重要的积极意义。但是 ,国内学术界对于公共管理学和公共行政学的相互关系一直缺乏清晰的界说。由于美国是开展公共管理研究的重要国度 ,了解美国的情况 ,分析公共管理在美国兴起的背景 ,说明公共管理的研究角度、研究领域以及研究性质 ,评价其贡献和缺陷 ,应有助于我们正确把握公共管理的学科内涵

Public Management: A New Research Field

In recent China there is an urgent need to establish a discipline of public management. However, among Chinese academic community, there is a persistent ambiguity about the relationship between "public management" and "public administration" despite the recent fever toward public management. To well understand public management as a new field of study, it would be helpful for us to first examine the experiences of the development of public management in the United States. This examination tries to analyze the theoretical context from which public management evolved, its major approaches, and fields of study. Then, this paper addresses its theoretical contribution and shortcomings, and its relationship with public administration. Finally, this paper makes some comments on how to improve public management research in China, criticizing the recent managerialism which has been overly drawn.
