创新体系与东亚模式的精髓

从创新体系的观点来看 ,东亚模式本质上就是东亚各国与地区创新体系共同要素在区域层级上的概括 ,但目前学术界有关东亚模式的各种解释框架对此几乎毫无认识。实际上 ,出口导向是东亚地区移植和创造当地竞争能力的前提条件 ,而政府最基本的作用是通过影响经济结构和制度组织推动当地或国家创新体系的形成 ,儒家文化则因其变异、杂交和多样性的现实 ,使之作为集体学习的机制在东亚的整体性兴起中发挥了重要作用。因此 ,学习与知识创造是东亚模式的精髓 ,这是东亚模式尚未被认识到的潜意识结构 ,把这种潜意识结构转变为自觉意识并通过创新体系予以不断地强化 ,是东亚模式未来创新的重要基础。

Innovative System:The Quintessence of East-Asian Model

As a regional development Model the East-Asian Model is in essence the generalization of the combination of common elements of East Asian Nations and regional innovative system of East Asian region. The East-Asian Model has seldom been aware of all the current academic interpretations. The basic function of their governments is to propel the formation of an innovative system by structuring an environment of creative sublation for learning and creating new knowledge. Having been alienationized, hybridized and variegationized, the Confucian culture has played an important role in the whole regional arising of East Asia as a generally accepted ethic. The quintessence of East-Asian Model is the innovation of ethical acceptance and knowledge, which has been a subconscious structure not being recognized. The further development of the East-Asian Model relies on whether the subconscious structure could be transformed into a conscious one and improved in the innovative system.
