| 摘 要： | 本文从单行条例在具有中国特色的社会主义法律体系中的地位 ,单行条例同法律、行政法规、地方性法规的联系与区别 ,单行条例同自治条例及规定对法律的变通补充的联系 ,论述了单行条例的特质是调整具有民族政治、经济、文化特点的社会关系。制定单行条例的核心问题是要把民族自治地方自治机关依法享有的自治权具体化。

| Abstract: | This paper discusses the position of the specific regulations in China's socialist legal system, their connection with and difference from the law, administrative and local regulations as well as autonomous regulations. It concludes that the nature of these regulations is to adjust the social relationship with its ethnic, political, economic and cultural traits, and to epitomize the autonomy enjoyed by the autonomous institutions. |
