| Abstract: | Although it is difficult to make government affairs known to the public in history, the modern democratic institutionalization, supervision by public opinions, government by law and the world trend make it imperative to legalize it. Therefore, the basic framework of national institutionalization of open government affairs should be established in accordance with legal spirit and foreign experience. |
