摘    要:"买断工龄"是目前国有商业银行裁减冗员的一种主要手段,但是,这种减员方式并没有达到裁减冗员之效,相反的情况是人才流失,冗员续存.探讨这一制度安排中的逆向选择问题,有助于找到相应的制度设计方案.

Abstract:"Buying out one's working years" is a main method of state-owned banks' downsizing nowadays. But this method can't reach the purpose of downsizeing ; state-owned banks have lost many persons with ability. In this paper, we discuss this adverse selection, and provide some advices.
