| 摘 要： | 社会公共性和强制性是权力的两大特征,社会公共性是指权力可以支配公共资源,而且它本身就是公共资源。权力一旦失去制约,必然使当权者把它变为私人资本,谋求剩余价值———亦即权力的资本化。为了从根本上遏制权力的这种异化和嬗变,必须从建立健全权力的监督和制约机制入手,确保权力的社会公共本质。

| Abstract: | Social publicity and powerful ability are two characters of authority. Authority not only controls the public resources, but also itself is public resource. Authority when lose control, it may make the person who gained the authority, for personal benefis to lend the authority-this is capitalization of authority. In order to inhibit this alienation and degeneration of authority at essence, we must build the monitor and control mechanism, conserve the social public entity of authority. |
