我国滨海旅游度假区的开发及保护研究

我国是一个旅游资源大国,滨海旅游度假资源占有重要地位。自1992年国家设立12个国家级旅游度假区之后,各级各类旅游度假区的开发建设蓬勃展开,既形成了规模,又积累了经验。然而,也存在一些亟待解决的问题。这些问题主要表现在:缺乏国家层面的统一规划,缺少科学论证,开发水平较低;开发定位不明确,缺乏文化内涵,雷同开发;多头管理的制约,缺乏国家层面的统一立法约束;环境问题日益严重,优质资源得不到有效保护;综合硬件配套设施跟不上发展的需要。因此应在国家宏观层面出台旅游度假资源开发与保护的主导发展政策;提高对旅游度假区的保护等级;制定出台《旅游度假区条例》;在资源优势和文化特色突出的滨海区域设立规划3—5个国家级的具有世界影响力和吸引力的滨海旅游度假示范区域,引领度假区今后的发展和升级。
