| 摘 要： | 全球化既是一个过程 ,也是一种结果。全球化将有力促进世界生产力的发展和全球共同意识的形成 ,同时会使全球社会经济权力系统向网络化、敏感化方向发展。在全球化条件下应树立新的国家发展观 ,应着眼于建立“国家整体竞争优势”,其中 ,“国家创新系统”建设是国家发展的关键。

| Abstract: | The present paper holds that globalization is a product as well as a process in that it helps speed up the development of the productivity of the whole world and the generation of a global awareness,and meanwhile contributes to the establishment of the network and sensitivity of the world socio economic power systems.To form a fresh concept of national development,it is vital to build a vantage point for an integral national competition and the key to it is the construction of a national innovative system. |
