生态文明视野的政府责任:体系建构与制度设计

科学认识、合理处理人与自然的关系,建设生态文明,既是人类文明发展演变的重要规律,也是马克思主义经典作家的主要理念,又是对工业文明的反思与弥补,更是落实以人为本原则、实现科学发展的必然要求。在这项多主体长时段的系统工程中,应强化和突出生态文明的政府责任,在科学定位的基础上转变政府职能,全方位构建政府责任体系,创新政府责任制度构架。

Systematic Construction and System Design of Governmental Responsibility in terms of Ecological Civilization

It is the important rules of the development of human civilization and the main ideas of Marxism classical writers to scientifically understand and rationally deal with the relationship between human and nature as well as construct ecological civilization. It is our introspection on and compensation for industrial civilization; moreover, it is the inevitable requirement of the implementation of people oriented principle and realization of scientific development. As for this multi-agent and long-term systematic project, we should enhance and highlight the governmental responsibility on ecological civilization, transform the functions of government on base of scientific orientation, construct a full range of governmental responsibility system, and innovate the framework of govemmental responsibility system.
