“扩权强县”改革的地方试验与路径选择

我国六省市"扩权强县"改革坚持了"分批扩权、协调扩权、依法扩权、规范扩权"等原则。我国"扩权强县"改革实践,存在如下问题:部分试点省市县改革思路不清晰、路径不明确;部分省市政府实质性权力下放不够;部分县级政府制定的考核指标不科学、不全面;部分县级政府业务管理水平低。推进我国"扩权强县"改革,应做好"扩权强县"改革的顶层设计,妥善处理好整体利益与局部利益的关系,推进实质性扩权,加强考核和监督,设计科学化的指标体系,强化对县级专业部门工作人员的业务培训。
