| 摘 要： | 文章认为社会诚信建设,重要的是诚信的社会保障体系的建设。要建立完善的制度体系,强化他律性约束机制;建立相关的法律体系,为诚信建设提供法律方面的保障;建立和完善政府信用的监督约束体系,树立和改善政府的信用形象;建立诚信测评管理和诚信奖惩激励体系,为诚信建设提供正确的价值和舆论导向;建立诚信道德教育体系,在强化他律的同时强调自律。

| Abstract: | The author holds that the establishment of social honesty should focus on the establishment of the social guarantee system of honesty. To establish such a system, the following should be the focus of attention: the strengthened supervision by others, the establishment of relevant legal system and improvement of the supervision system for perfecting the government's trustworthiness, the establishment of an evaluation system for encouraging and awarding honesty, the correct value guidance by the mass media, the honesty-related moral education and the self-discipline system. |
