| 摘 要： | 政治意识和政治参与的扩大一般是伴随着经济市场化的过程自然形成的。社会自下而上的政治参与的制度化水平及其效果是衡量一个国家民主性的重要指标。由历史和现实所决定,中国目前社会转型时期的政治参与严格说来并不是完全自下而上自发产生的,国家政策的许可在其中扮演了重要角色。

| Abstract: | With the development of the economic marketization,political consciousness and political participation have come into being naturally.The level of the system of political participation from down to up in the society is an important standard for the democracy of a country.Depending on the history and the reality,strictly speaking,the current political participation in transforming time in China has not been thronghly realized from down to up in the society,and the permission of national policy plays an important role in it. |
