再论邓小平的效率和公平观

为激发和调动"经济人"趋利求富的欲望和动机,使国家和人民尽快脱贫致富,邓小平提出了"让一部分人先富起来"的"大政策",其思想的着眼点在于效率;邓小平将"共同富裕"概括为社会主义的本质之一,并作为最终的价值旨归,其思想的重心无疑是公平."先富"和效率只是手段和策略;"共富"和公平才是目的和归宿.在中国目前"先富"与"共富"远非完全和谐、甚至出现严重的贫富差距的背景下,党的十七大正式提出深化分配制度的改革,强调初次分配和再分配都要处理好效率和公平的关系,再分配更加注重公平.十七大的这些提法是对邓小平"先富"与"后富"思想的继承和发展,也体现了在新时期实现"效率和公平"和谐统一的必然逻辑.

New explanation on Deng Xiaoping's thought of efficiency or fairness

To inspire and mobilize the economic man's desire and motivation to make rich and to make the country prosperous and the people rich as soon as possible,Deng Xiaoping put forward "the great policy" of Let some people "rich at first",which is focused on the logic of efficiency;Deng Xiaoping looks "common prosperity" as the essence of socialism,and as the ultimate value goal,his thought is fair.First and efficiency are only a means and strategy;common rich and fair is the purpose and destination.In China,the relationship of "rich first" and "common rich" is far from complete harmony,there is even a serious gap between the rich and the poor now,the CPC brings forth the reform of distribution system,the relation of efficiency and fair should be emphasized in the course of the primary distribution and redistribution and more equitable be emphasized in redistribution.These thought in the 17th NC of the CPC is not only the inheritance and development of Deng Xiaoping's "rich first" and "common rich" thought but also it is the inevitable logic to the harmony of efficiency and equity in the new era.
