高校盘活内部人力资源的思路

摘    要:高校盘活内部人力资源是事业单位分类改革的客观要求,也是建立现代大学制度的内在要求。高校盘活内部人力资源的思路在于:敢于打破内部人才流动的壁垒,正确处理存量、增量和流量的关系,重视人力资源的开发,加强人力资源成本管理。

Abstract:Making good use of the human resources within colleges and universities is not only the objective requirement of restructuring different categories of public institutions ,but also the internal demand of setting up the modern university system .T he ideas of invigorating internal human re-sources are proposed to boldly break the barriers of internal brain flow ,properly handle the relation-ship between stock ,increment and flux ,value the development of human resources ,and strengthen the cost management of human resources .
