我国城乡社会保障体系协调发展战略研究

近几年来,中央政府大力推进覆盖城乡社会保障体系建设,城乡社会保障体系发展重点已开始转换为城乡社会保障体系的协调发展,即面对进一步增强公平性、适应流动性、保证可持续性,需要推动社会保障体系发展战略从"共同发展战略"到"协调发展战略"的转变。本文从城乡社会保障体系发展探索和主要问题出发,阐述了城乡社会保障体系协调发展战略总体目标、实现路径和突破重点,为此,还提出了城乡社会保障体系协调发展战略四个方面的配套措施。

A Study of Coordinated Development Strategy of Urban and Rural Social Security System in China

In recent years,urban and rural social security system has been greatly promoted by the central government in China,with the shift of emphasis to the coordinated development of urban and rural areas.The strategic change from’common development’to’coordinated development’of urban and rural social security system is a response to the increasing demands for strengthening equity,adapting to population mobilization and policy sustainability.This essay firstly analyzes the urban and rural development of social security system in China and the major problems underlying it.Then,the general goal of the coordinated development strategy,its achieving approaches and key breakthroughs are discussed in the following sections.This essay also proposes four supporting measures for this development strategy.
