云南沿边金融综合改革试验区建设的法治问题及其对策——以金融改革的法治维度为视角

沿边金融综合改革试验区建设是云南建设我国面向东南亚南亚辐射中心的重要内容,也是促进云南沿边地区经济社会发展的重要举措。试验区的建设进程,既是一个经济实践过程,也是一个制度调整、变迁的过程。在此背景下,如何强化试验区建设的制度保障、促进改革建设进程的法治化,是亟待思考和研究的问题。有必要从试验区建设的既有实践出发,从规范、促进、创新等法治维度上检视和发现其所涉及的制度性问题,并有针对性地加以分析和破解,以增进试验区改革建设的制度性保障,促进各项改革建设措施的法治化运行。

Legal Problems of the Construction of the Pilot Area of Comprehensive Financial Reform in the Borderland of Yunnan Province in the Perspective of the Legal Dimension of Financial Reform

The construction of the pilot area of comprehensive financial reform in the borderland is an important part of building Yunnan of China into a key financial center opening to Southeast Asia and South Asia and also an important measure to promote the economic and social development of the borderland of Yunnan.The construction process of the pilot area is not only an economic process,but also a process of institutional adjustment and change.In this context,it is urgent and necessary to strengthen the institutional guarantee for its construction and promote the legalization of the reform and construction process with proper means.It is also necessary to examine and find out the institutional problems involved in the current construction of the pilot area while taking the legal dimensions of standardization,promotion and innovation into consideration,and to solve the relevant problems accordingly so as to enhance the institutional guarantee of its reform and construction and promote the legal operation of various reforms and constructions.
